I see in the logs:
when a new node is connected, 7.1.3, default cluster enabled

2018-04-03 22:07:29.680 [pool-15-thread-5] ClusterConnectionManager.processHandshake() WARNING: Handshaking password doesn't match, disconnecting: null, type: accept, Socket: nullSocket[addr=/172.31.16.13,port=19044,localport=5277], jid: null
2018-04-03 22:07:29.690 [pool-15-thread-3] ClusterConnectionManager.processHandshake() WARNING: Handshaking password doesn't match, disconnecting: null, type: accept, Socket: nullSocket[addr=/172.31.16.13,port=19045,localport=5277], jid: null

is normal?

This shouldn't happen. You could try enabling more verbose debugging with package cluster and check whether password match the database. Please also make sure that your nodes and database have time in sync and are in the same timezone.

time is in sync in the same timezone anyway the cluster semms work correctly
